Executive Summary
Ontario faces an urgent and complex housing crisis, a challenge that impacts every community and every resident. Despite ambitious provincial targets and significant financial commitments—including nearly $2.3 billion towards housing-enabling infrastructure—the province has consistently fallen short of its housing goals, with starts at their lowest since 2009 (iPolitics). Despite commitments from federal and provincial governments to increase housing starts, new construction in the GTA is in “freefall”. The balance of the province has the same challenge.
The system is currently “hit from all angles,” with municipalities, developers, and economic headwinds struggling against fragmented processes and systemic inefficiencies (Macdonald-Laurier Institute).
Also, this crisis is not just impacting housing supply; it is severely affecting jobs and government revenue (Missing Middle Initiative). The combined fiscal impact on all three levels of government through reduced tax revenue would be approximately $6.5 billion to $6.6 billion per year.
